The sign by the light and the unruly cars

At the traffic light outside my building they put up a new sign, a big one, saying no parking. The first week nobody parked there. The second week there was one car. The third, three, and one guy had left his car right under the sign with his hazard lights on, as if the hazards changed anything. The traffic cop came by at eleven and started writing without a word.
